The Pennsylvania Early Learning Investment Commission (ELIC) was created in September 2008 through Executive Order. The purpose of the Commission is to secure public investment in early learning by focusing on practices that are educationally, economically, and scientifically sound by increasing business, civic, and public awareness of the importance of early childhood education.

- Dispatch ELIC members to increase awareness among policymakers, other business leaders, and the general public on the connection between quality early childhood investment and a strong Pennsylvania economy.
- Build a public/private partnership of leaders at the state, regional, and local levels to advocate for quality early childhood investment.
- Increase public and private resources directed at evidence-based quality early childhood experiences in Pennsylvania.
